All's Well That Ends Well
First episode and no dialogue or anything from Yuri, but he does have a cameo in the scene with the after party.

He's on the far left. Drinking... something. I'm pretty sure that's not a champagne glass, but beyond that I have no idea. It's probably something alcoholic though, which is interesting considering his familial history with alcohol. I doubt he's a leisurely drinker, but he's apparently okay with taking a glass at social occasions like this.
If I understand correctly he does and says slightly more during The Beginning movie, which is sort of an expansion on the first few episodes; I'll try to watch the movie properly later, but there's a more focused shot of Yuri during this scene, and a new scene later on where he introduces himself to Barnaby- if I remember correctly, during the exchange he encourages Barnaby to "follow his own sense of justice" and it's also mentioned that Yuri's actually pretty new to his position with the Justice Bureau.
Go For Broke!

Yuri: We have reached a verdict. This court finds that the structural damages caused by the hero known as "Wild Tiger" in the filming of HeroTV did not result in saving any civilian lives. Therefore, Apollon Media will be held liable for the cost of all repairs.
Kotetsu: Yeah...
Yuri: This court is adjourned.
Another cameo from Yuri in episode five; this time he actually gets some dialogue, though he's still basically serving as a background character. Here, we see Yuri at work as a judge for the Justice Bureau. I wonder how often he sees Kotetsu in court. (Answer: Probably a lot.)
I thought for a while that this was the only role he plays in this episode but actually, he has another cameo after the end credits. He still doesn't say anything, just witnesses Antonio being carted away by the police after being mistaken for a robber and strolls away, whilst tossing aside and burning a newspaper. As you do.


The newspaper in question has a picture of Barnaby and Wild Tiger visible (though not in the screencap I took, whoops), so Yuri burning it is probably a hint as to what he thinks of the heroes. (Not highly.)
Fire is a Good Servant, but a Bad Master


The episode opens up with Yuri murdering some criminals in a prison. We don't see Lunatic himself, but we do see his signature red moon and blue flames. The criminals in question happen to be some thieves from the first episode, ones that also happen to be murderers; before Yuri kills them, they converse a bit about a child they kidnapped and killed.

Kotetsu and Barnaby later learn about the murder of the prisoners through a newspaper article; interestingly, the headline speculates it might have been a suicide.

Fire Emblem is suspected of being behind the murders due to the methodology, so some forensics-y people test the strength of Nathan's flames; they keep urging Nathan to increase the strength of their fire and at one point the flames get hot enough to melt the nearby bars. Which is probably a good indication of how ridiculously heated Yuri's fire power is.
After Nathan's powers are tested, Kotetsu, Nathan, and Agnes stroll through the prison and discuss the situation. And for whatever reason, Yuri decides to kill another prisoner.
I don't think it's ever explained exactly who he kills or why, but we get our first teeny-tiny glimpse of Lunatic.

A lot of dramatic stuff happens involving the fake elevator repairman/Ouroborous member and Barnaby's PTSD issues. Barnaby, Fire Emblem, and Wild Tiger are facing off against the repairman in a car garage, the repairman has Agnes hostage and is about to shoot the heroes, and has stated he was uninvolved with the incidents at the prison; at this moment, Yuri intercedes, shooting the repairman's gun from his hand.

Hello again, Yuri! He reminds me a lot of a circus clown in this shot, to be perfectly honest. That said, it's impressive how he's able to disarm the repairman from the honking huge distance of "top of a skyscraper, at least several blocks away from the car park, at such a distance he's barely visible."
